Pole Attachments
For Cable TV, Telephone and Communications Providers
Idaho and Oregon are preemption states under section 224(c) of the Pole Attachment Act of 1978. Both states have certified that they regulate rates, terms and conditions for pole attachments, preempting the Federal Communications Commission (FCC) from doing so.
Under Idaho and Oregon regulations, Idaho Power allows pole attachments by bona fide telecommunication service providers on poles with distribution circuits. Private attachments are not allowed. Federal and State regulations require Idaho Power to reserve that space for communications lines.
Idaho Power also allows attachments by local governments in accordance with established franchise ordinances and right-of-way agreements between Idaho Power and the involved governments.

Wired AttachmentSubmit all wireline attachment applications to the Joint Use Department and include the following:
Pole information filled out in Exhibit A including Parts I & IV
- Clear and legible route map with numbered poles. Identify proposed underground and overhead routes, along with anchors/guys or riser locations.
- Completed Exhibit A (Attachment Route Details) in CSV or Excel file format (MUST include list of poles in route with pole IDs (GISOs), measurements and proposed modifications, including risers and anchors/guys).
- Up-to-date field photos of proposed pole attachment locations.

Wireless AttachmentAll wireless attachments must pass an initial assessment by Idaho Power to determine if the identified pole is an acceptable candidate for a wireless attachment. All Wireless Attachment Initial Pole Assessment requests should be submitted to the Joint Use Department .
Initial Pole Assessment
The following procedures must be completed in order to receive a Wireless Attachment Initial Pole Assessment:
- Attaching entity submits proposed wireless attachment location and proposed wireless attachment equipment, including respective radio frequency details, to Idaho Power for review.
- Idaho Power evaluates the location, pole candidate and proposed equipment specifications for future installation and notifies attaching entity of final evaluation, including the following:

- If it is a viable candidate for a wireless attachment
- If Make Ready will be required
- If it is not a viable candidate for a wireless attachment
- Attaching entity acquires city, state or local permitting
- Attaching entity submits complete Exhibit A – Part III with city, state and local permits
Submit wireless attachment applications to the Joint Use Department for each pole and include the following:
Pole information filled out in Exhibit A, including Part III
- Clear and legible route map with numbered poles.
- MUST include with Pole IDs (GISOs), measurements and proposed modifications, construction drawings and pole loading analysis.
- Up-to-date field photos of proposed poles (if applicable).

Conduit InstallationsAccess to Idaho Power vaults requires a Conduit Access and Installation Application. Submit applications to the Joint Use Department.
